Some worlds don't generate enough water for all the underground plants to exist.

What world template did you use to get that?

I used the starter world(easy)  aka Sandbox. All default.  Pig tails are one of my fav plants

How long did you set the history? I've noticed civs tend to start with less plants on worlds with less than a century of history due to not being able to find all the plants in time, while civs that start after several centuries are more likely to have found everything. (One time I had humans that somehow have access to plump helmets in vanilla.)

All setting were default, so 100 years history

If you pop those caverns, you can be the fortress that brings the light of the pigtail to your world  . Oh the glory!!!

You could fiddle with the settings and force more cavern water. worked for me
