This is my first DF-related post on the interwubs, so hello all you fellow DF enthusiasts!

I am playing vanilla 0.40.06 & I'm having a horrible time trying to get certain dwarves to wear clothes. 

I had a squad of dwarves that simply would *not* wear anymore than like 25% of their assigned uniform. 

Here was my uniform & setup:

cloak
Steel Helm
Steel Mail Shirt
Steel High Boots
Steel Gauntlets
trousers
any shield/buckler
any weapon

-I had the uniform set to replace clothes, and I have *plenty* of every item (for instance I had only 15 military dwarves and I have 110 un-forbidden steel high boots, 70 steel mail sihrts, 80 steel gauntlets, etc ).
-I have no burrows set
-I have unforbidden *EVERYTHING*.
-I have inactive = uniformed

Now one of my squads (the first one i formed) seems to listen to me and they generally have all their gear, except they won't wear cloaks & sometimes they will inexplicably be missing a single boot or something.

My other squad (exact same uniform & exact same copy/pasted schedule) will maybe wear one or two items MAX from the list, even though they have green check marks on their equipment screen for every item.

These guys started getting more and more unhappy, so in desperation, I disbanded the trouble squad (I had renamed them at some point to The Clotheless) hoping that they would go back to their civilian lives and remember how to wear clothes. 

I have literally hundreds of new socks, shoes, shirts, trousers & dresses that I have been churning out in hopes of enticing one of these dwarves.

NOPE!  The haven't picked up a single new piece of civvy clothing and they are still carrying around their shield & weapon, along with maybe a steel highboot or two.  Getting less and less happy and now they are starting fights.

PLEASE HELP CLOTHE MY DWARVES!
