I thought it was in response to the Aleppo situation?
The attacking Assad's forces part of the plan is in response to Aleppo. The staff meeting, and the idea to do so using cruise missiles and long range bombs is in response to Russia's confirmation of moving S-300 to the region.

In response to the proposal, a spokesman of the Russian ministry of Defense has stated today to the state press agency TASS that Russia will use violent force against the US if the US bombs they Syrian army, because that could endanger Russian troops.

Nah, the West had two totalitarian foes: the USSR and Nazi
But to defeat the Nazi, had to make the USSR a friend (or at least, provide military assistance instead of military assaults)
Trying to bomb USSR and Nazi at the same time would just mean the war would never end, or worse, the war would be lost

We currently look at Iraq and explain that the evaporation of the Iraqi government and military created a power vacuum that led to the rise of jihadist militants. Yet now we look at Syria and think destroying the Syrian military will make destroying jihadist militants easier

???
Add that to the really dodgy stuff about Defence Intelligence Agencies in the West knowing that salafists are the principle driving force behind the insurgency is pretty dodge

If we assume that Assad is lesser evil than rebels then you need to enter war on his side. It is that simple.

In fact the proper thing do is - International coalitioning should issue ultimatum to all local forces to lay down arms and accept temporary occupation. Everyone who refuses should be elimenated by force. We only need working Uninted Nations for that. LOL

While there's been a suspicious lack of reports, the Assad's government forces (or Iranians pretending to be them) have advanced... quite a lot in Aleppo during the last 10 days (it says "from September 20", but the first conquest date on the map itself is September 29):

Now I understand why everyone is in such a panic to try and stop the airstrikes in Aleppo from happening. It's really amazing how much a 24/7 bombing campaign with high quality pilots and a "relaxed" ROE can help to attack heavily fortified locations.

In other news, fucking Saudis (who aren't getting bombed, and with no one calling to their leader to go) have bombed a funeral, killing 140 people and injuring more than 500 in a single go. A precision bomb strike on a purely civilian object with high casualties - and yet, no calls to regime change Saudi Arabia, and USA will merely "review its support for the Saudi-led coalition in Yemen".

I guess their "strategic ally to USA" status acts as an unlimited-use Get Out Of Jail Free card.
