Dwarves not using bins/barrels

These geniuses have a cluttered carpenter's workshop full of bins and barrels, and yet they're not being used. My metal bars stockpile is literally overflowing, to the point where it's cluttering my smelters now, yet there is only three bins in the stockpiles with bars and blocks. It's a similar situation with my food stockpile. It's getting to the stage of annoying, because shit is just getting strewn around the fortress, and getting in the way of construction, and just looking plain messy.

How can I force them to clean up after themselves properly?

I'm not sure how much DF experience you have but just make sure all your stockpiles that you want bins and barrels used with have a maximum amount of bins and barrels set (this is done by using q on the stockpile and using the ceER keys). If thats not the problem then make sure you have your barrels and bins in a furniture stockpile (sometimes the dwarves won't grab stuff if its sitting in a workshop rather than a stockpile)

They're definitely at max. I'll try making a furniture stockpile and see if it works out

Wow! The speed at which that worked is incredible. Note to self, make furniture stockpiles

Alternatively, use a minecart Quantum Stockpile.

Did you loo(k) at the stockpile tiles? Often, both  a bin and an individual bar will be on the same space, though only the bar is displayed.

Yeah, the problem was as eli_cash suggested. As soon as I had a furniture stockpile, the dwarves whizzed around picking things up off the floor, and clearing plenty of room in my stockpiles
