Is there a Pokémon League?
Yes.
What's the technology level?
It's basically exactly the same as the games.
Combat emphasis?
As previously stated, this game is mostly about Pokémon battles in the style of the video games. I mean, it's perfectly fine if you get into a scuffle with somebody else, but expect plenty of battles mirroring the games' style. (More mentioned later.)
Supernatural phenomena?
I feel like taking this the way I'd always interpreted the games: Legendaries are usually one-of-a-kind (exceptions include the Kanto birds because you can catch them like seven times without restarting any of your games, Mew because of a similar deal, Deoxys, Lati@s, Heatran, maaaaybe Lugia, and probably the Gen 6 ones.) As a Hex Maniac in X & Y states, the whole "wizardry" show that the classes like Psychic show is just a facade (the psychics who are shown to be levitating Poké Balls are using wires and LEDs,) so that's out. Etc. etc.
Optional Rules?
In keeping with the spirit of the games, Ground moves are always ineffective against Flying types. Ditto with the Baby Pokémon template; the LSCR thing is kinda silly, considering my abstracted combat distance; and with play-by-post, Narrative Frequency is right out.
I'd also like to mention something else. I'm probably going to write out the combat scenes in a crunchy manner like you'd see it in the game and give a spoiler afterward with all the fluffy stuff. Example:
Pidgey used Fly!
Pidgey flew up high!
Bellsprout used Razor Leaf!
It doesn't affect foe Pidgey...
Pidgey used Fly!
It's super effective!

Bellsprout fainted!Your Pidgey acts quickly and flies out of reach. The Bellsprout rips a leaf off its stalk and throws it like a shuriken, narrowly missing your Pidgey as it begins its ascent. Just as quickly, your Pidgey dive-bombs the Bellsprout, knocking it over, unconscious.
That way, all you rollplayers who like the crunch in the battles can read exactly what happened, and all you roleplayers who like the fluff in the fight scenes can get the more evocative description of events. Distances mean basically nil, because a battlemap is a huge hassle, and with how long this can get, your first battle with a rival or whatever could probably eat up a few months with that.
