Also, I wonder if you could use genetic assimilation (basically, you induce certain developmental defects using environmental factors, then use the fact that those affected statistically tend to have a lower threshold for developing that defect to select for developing that defect without introducing said factor) to get a vertebrate to develop an extra pair of limbs, then turn those limbs into primitive wings.
