Actually it is because humans mistake their body language and often compare them to dogs.

Cats when they go on their side it is a warning because their hind legs are actually where all their power is. It is "Leave me alone!" or "I give up! Leave me alone!"

One of my cats actually really enjoys belly rubs (though she will playfully swipe/bite at your hand when she's done) but the other is pretty violent, even with normal pats. Purring randomly turns into scars on your forearm.
