Just make an entity file with only the creature and [INDIV_CONTROLLABLE] in it, like this.
[ENTITY:WHATEVER]
[CREATURE:WHATEVERTHECREATUREISCALLED]
[INDIV_CONTROLLABLE]
Then that should work.

You could make them have short lifespan and not breed.
