That houserule was one of the ones you copy-pastaed. And yes, the way it's meant to work with Eldritch Blast is to allow ranged warlocks to get full attacks in, without having to resort to being Glaivelocks.

As to the debate regarding strength and bonuses to hit, that's a bit of an extreme, but I usually abstract it that a stronger character can hit with more force and accelerate the weapon faster, giving less time to react and making defensive techniques to minimize impact less effective.
