Since I am unsure if you want a complete overhaul of the universe, or just another timeline and place, I presumed the Protectorate to still function as ability user cops, and the story to take place in the US. Both points wich could easily be ammended, with no real impact on this faction.

I think players should decide their category or archetype and then get a random power from there.

Uh, theoretically you weren't supposed to show the players that (the hero part, specifically), considering that a lot of it is information they wouldn't have IC.

My personal preference is players send in what they want to happen and get a best guess on the resulting powers anx an option to keep or change the power.

I do agree that players shouldn't get to choose their powers, and instead specify what their trigger event was. From there, a suitable power can be extrapolated.

I dunno. I feel like trigger event and power shouldn't necessarily be exactly corresponding. After all, that prevents a lot of powers from coming into play, it feels like, while preventing variety in trigger events as compared to powers. Two people might have trigger event of getting punched really hard in the face, but one might develop Master powers in his outrage, and the other might start kicking ass as a Brute.

The way I'd describe it is that the powers having some type of connection to the event, but you wouldn't trigger from being punched in the face, it's more about intense emotions.

Being punched in the face doesn't give you intense emotions?

I know I end up going apeshit on anyone who hits me. I don't deal with pain of that sort well.

I'm trying to say it's more of the reaction of anger as you described it, rather than the hit itself that would make you trigger. But that emotion still most likely not be powerful enough for triggering
