Arbiter Dullahan, the Black Knight:Dullahan bears the name of the Dark King Dullahan, greatest villain of the Lillium religion, an ancient cult with legends that are part of Alberia's mythology. Dullahan, however, shares only his looks with the mythic figure. Kind and protective of his men, the Black Knight can be found where the battle is bloodiest, inspiring his men. He wields in combat a sword called Excalibur, one of the 13 ancient weapons of legend of the Lim Shide, the heroes of the Lillium. He is highly respected in Alberia, as Excalibur is the twin weapon to Caliburn, the greatest of the 13 weapons of legend, traditionally wielded by the Prince of Alberia.
Name: Fenella Wallace
Position: Arbiter
Description: Nobody would think this young woman is the Black Knight. Only child of a minor noble house, young Fenella is one of the last descendants of the Lim Shide. As one of the Lim Shide, she has a bond with the 13 weapons of legend, and it is this bond that allows her to summon Excalibur, The Sword of Fantasy, since she was 12. It is thanks to her bond with the weapons of legend that the Emperor knows that the sword Caliburn that the Alberian Prince wields is no more than a copy with none of Caliburn's powers. When she was young, she was contacted by a spirit called Lùgh, that enhanced her link with the weapons of legend and told her that her destiny would bright, but full of blood. It is unknown how the Emperor discovered this young girl, but he felt her power, and made her secretly become an Imperial Arbiter. Today, being 23 years old, Fenella has shown that the Emperor was right to trust her, and she is loyal to the Empire. Due to her connections with the Lillium, she thinks that not all supernatural is evil, and she fights for a world where one day, humans will be able to live alongside the supernatural.
Weapon of Choice: Excalibur, a two handed sword with great powers, although she still doesn't know how to use most of them.
Source of Power: Ki and her skill with Excalibur. She has developed a few fighting techniques using Excalibur, and she is probably one of the most powerful Arbiters in one versus one combat. Her Ki techniques allow her to break the limits of a human body, and to summon the power of Fantasy, as she calls it. However, most of these effects are subtle, and seem like simple skill.

Arbiter Sigma, the Alchemist:With a nickname like his, it's not strange that Arbiter Sigman is under vigilance by the Inquisition. Even after having proved his loyalty to the Empire, Sigma is seen as a dangerous element, a bomb about to explode at any second. A master of ancient magic and science, Sigma uses puppets in combat, created through ancient rituals and deadlier than any assassin. He is considered one of the most brilliant minds in Gaia, and his writings are true masterworks of ancient knowledge.
Name: Unknown, although he refers to himself as Subject XII or The Hangman
Position: Arbiter
Description: There's a reason why the Inquisition doesn't like Sigma. He is not a human, and possibly not a living being either. He is an experiment of two of the Messengers of Apocalypse, Nascal, the Master Puppeter, and Deymos, he who does not die. Although the objective of the experiment is unknown, it seems it was declared a failure and abandoned. Sigma, the only living subject, managed to stay alive for a long time, by with most of his body being mechanical, he needed maintanence to stay alive. That's how he managed to seal a pact with the Empire. The Empire had the resources he needed to perform the maintanence, and in return, he would serve the Empire, giving them his power and knowledge. His body is a mixture of Lost Logias and Necromancy, using fragments of the bodies of ancient beasts. The result is a humanoid figure that needs his armor to look human. He is cold, calculating and sometimes cruel, but loyal to the Emperor, who he sees as a wise man. He hates his "parents" and only loses his composture when talking about them.
Weapon of Choice: Two puppets named Cansal and Yedoms. The first is shaped like the Grim Reaper, while the second looks like a mix between a dragon, a wolf and a bull.
Source of Power: Ki and Magic (Creation, Necromancy). He uses his Ki to animate his puppets and give them energy for their special attacks, including Cansal's Cut of Death and Yedoms' Firebreath.

Arbiter Illion, the Holy Shield:Arbiter Illion is a knight on shiny armor, he is what all young knights want to become. Wielding sword, lance and shield, Illion rides to battle on his horse, crushing everyone who dares to oppose his charge. Respected through the Empire, it is not strange to see drawings of him in recruitment centres or during military parades. It is said that he is so kind and brave that even angels come to his aid, which is not as a false as some may imagine, as he is also a master summoner. He can summon Light elementals, and he has sealed pacts with ancient benign entities to grant him their strength.
Name: Albert Johanson
Position: Arbiter
Description: This forty-two year old man is still as lively as he was when he was twenty, and sometimes as careless. A man that lives for nothing more than for justice, he rose through the ranks of the Order of Heavens when he was young, until he was given a promotion to Arbiter. Since then he has fought for the Empire on multiple ocasions, always giving the best of him. He has rejected two promotions to Lord of War status, as he says he has reached his limit with his position as Arbiter. He also bears the blood of a Senator of Solomon, and has control over Lost Logias, which he has used to protect and enhance Pegaso, his horse. His knowledge of the Lost Logias made him responsible for helping Sigma with his maintanence, and they have become friends.
Weapon of Choice: Lance, sword and shield, specially in riding combat.
Source of Power: Summoning and Magic. He is specialized in Light magic and in Summoning Light elementals, most of them angel-looking. In battle he can also ask for the help of several ancient entities to help him for short periods of time.

Arbiter Argenta, the HuntressOne of the few Arbiters in History whose gender is not unknown. Argenta's armor make her female curves quite obvious, and as opposed to the majority of Arbiter Armors, it is not a full armor plate, but a combination of chainmail, breastplate, greaves, gauntlets and boots, combined with a silver mask. Although almost as protective as any other Arbiter Armor, it lets her move more freely, which is a bless to this Arbiter, whose combat style is based on martial arts. She is also a master tracker, and she has a (supposedly friendly) rivalry with Arbiter Apolyon.
Name: Aeirla Ul Del Sylvanus
Position: Arbiter
Description: Although her mask makes it impossible to see this, Argenta is a half-sylvain. And not a common one. She is the niece of Taumiel Ul Del Sylvanus, King of the Fey Nations, the title that the Sylvain Emperor was given. When the war against Rah ended, Lauriel Ul Del Syvanus, Taumiel's sister, decided to stay with Zhorne (as she was secretly in love with him, despite knowing she loved another woman), helping him build the Empire. Lauriel was given the title of Arbiter to hide her identity, and she fought for Zhorne and for his son Lazaro later. Shortly after Lazaro's death, in the year 355, she died giving birth to a girl. The girl was presented to Avidan Giovanni, Lazaro's son, and he decided to raise her as his own. The father's identity was unknown, but it is clear that he was human, as Aeirla reached puberty before her growth started to slow down to Sylvain's speed. She eventually showed an innate martial talent, that made her inherit her mother's position. Because of her slow aging, she has had to fake her death twice to prevent suspicion, but she still is like a sister to the Emperor Elijah Giovanni. Already over a century old, she barely looks like she is twenty, and she sometimes acts like she was 16, however she is a trustworthy general, and she always leads her men from the frontlines.
Weapon of Choice: In combat Aeirla uses several martial arts combined, creating a style that she calls "The Thorns of the Rose". This style combines elements from capoeira, lama, kempo, shotokan, tai chi and several other martial arts, including an ancient Sylvain style called Enuth or "The Art of Sleep", a style focused on defeating enemies without killing them.
Source of Power: Ki. Unlike a pure Sylvain, Aeirla wasn't born with the gift of magic. She is, however, an outstanding master of Ki. She has focused on creating a number of ki techniques that enhance her performance, shielding her from attacks, allowing her to attack multiple times with a single blow and cutting through her enemies in hurricane of blows.

Motum: The Arbiter can choose up to three points where he wants his men to go in a 5 mile radius. He can choose which of his men have to go to each points (either in broad terms, like "Three Legions to Point A and Four Legions to point B" or in more accurate terms like "Illion and Dullahan to Point A and Sigma to Point B").

Credo: For as long as the Arbiter is concentrated in maintaining this Order and not doing any other physical activity, his men in a 5 mile radius receive a small bonus to all actions directly related to battle and combat, as the Arbiter subtlety changes the course of battle.

Opugnis: The Arbiter can manipulate space and time to aid a specific subordinate in battle, granting him a major bonus when attacking. To use this Order, the Arbiter has to be within 100 meters of the affected subordinate and has to be able to see him.

Praesidium: Similar to Opugnis, an Arbiter can use this Order to manipulate space and time and help a subordinate, but this Order grants its bonus when defending. To use this Order, the Arbiter has to be within 100 meters of the affected subordinate and has to be able to see him.

Visio Dei: The Arbiter manipulates his own image, making himself look like a powerful hero of ancient times, inspiring his men to fight better.

Obscura: The Arbiter can hide a small number of subordinates (no more than twenty) from natural and supernatural detection, making them invisible to their enemies. The effect ends once the hidden men perform any offensive action, or if they go farther than 5 miles from the Arbiter. This Order is extenuating, and attempting to maintain its effects for longer than 5 minutes can be dangerous to the Arbiter.

Sapiens: When using this Order, the Arbiter has to choose 3 of his subordinates. Whenever he needs to give an order to his men, he will be able to speak through this subordinates. The effects last for eight hours, but if the Order is used again in less than 24 hours, there's a risk of the Arbiter getting exhausted. The chosen subordinates have to stay within 5 miles of the Arbiter.

Ensis: This Order is similar to Credo. The Arbiter has to remain concentrating, and it grants a bonus to the actions of his subordinates in combat. The radius of Ensis is smaller, however, of only 2 miles, but its effects are slightly better, and increase whenever the Arbiter's subordinates are less in number or in power than their adversaries.
