Entity Spawning - Random instead of Sequential

Right now the game generates civilizations down the list and then goes from the top again once its spawned one of each. This is problematic for mods that add a larger number of races (or people who play on really small worlds.)

What I'm suggesting is changing the system to random or at least optional random option on worldgen as a setting so that we can handle having more civilizations/entities or so that worlds can have a unique flavor based on which civilizations do or don't show.

From what I read it stops doing that once there's not enough for an even amount. Let's say you have 8 civilization types and 20 civs to be placed in a world then it will place 8 of them in order then go back and place another 8 in order then place two random ones. It is only what I read though, I haven't tested it myself.

I hope that's the case, would hate to see my mod be relegated to having to pick and choose from a set or generate massive worlds to get the most out of it.
