When hiring specialists or building specialized buildings, please choose a desired specialty.
Undergrad students may be used as engineers or scientists.

This is a fantastic concept, and I'm slightly tempted to rip it off sometime in the future. With all credit for the inspiration, of course. Watching, anyway.
Feel free!

Tip of the day: Either scientists or engineers may create a new design, or modify an old one. Engineers will trend towards rugged designs with tried-and-true methods, while scientists will tend to make more expensive designs with more experimental features. Scientists tend to be better at incorporating new theoretical technology into their designs.

Tip of the day: Engineering projects tend to have a set engineer-month threshold. Research and designs do not, and have better results the more and better people are on the project, up to a point.

Tip of the day: R&D may optionally be boosted with extra funding. Note that designs made under a large budget tend to use more expensive components.

Each operation has begin their operations, and are currently hidden from the eye of the public. They know that there are similar organizations, and they may communicate with each other through their funders.

To help get them started, the funders of each organization have acquired tissue samples from the slain kaiju, and collections of videos, reports, and eyewitness accounts from the attack.

Experts theorize that the kaiju was created by a freak combination of radiation, quantum randomness, and divine punishment. It is expected that more attacks will wipe out every bastion of sin on the planet within the coming days. Church attendance up by 3% across the US.

Wwolin's random purchase bought a mechanized infantry platoon, with eight vehicles. The vehicles are in great condition, but the soldiers are completely green, poorly trained, and barely know what they're doing. By default, the vehicles are armed with a heavy mix of AA, AT, mortars, and anti-infantry weaponry. Their load-outs may be swapped quickly. ((That option was designed as buying more experienced infantry, but I suppose it doesn't make sense to buy expensive elite infantry to fight giant monsters.))

IronyOwl scored an elite special forces platoon, able to survive nearly anywhere on Earth without support virtually indefinitely, so long as they're not actively being fired upon.

Wwolin, Adwarf, Hawk132, and Sarrak each recieve a bonus of 150 CR for having easy-to-follow expense reports.

Furtuka, I think your math was off by 50CR. You should have 56.

Adwarf, weapons lab is a bit vague. Is it for energy weapons? Ballistics? Chemicals?

Sorry about how unclear the laboratory was, wasn't sure how specific to be, but I want a ballistics weapons lab.

EDIT: Same with the two specialists.

Audio Electronics Engineer, the Car Engineer, and 15 Undergrads research work on making armored tricked out party buses with massive sound systems in the Large workshop
the 3 General Engineers and 5 Undergrads design special armored rocker costumes for the band in a rented workshop for 20 CR
1 General Scientist and 10 Undergrads study Kaiju Claw in General Laboratory
1 General Scientist and 10 Undergrads study Kaiju Bone in rented laboratory for 20 CR
Those two scientist groups should put special interest in studying the acoustics of the materials they have been assigned.
2 Soldier Platoon guards base
1 Special Forces Platoon aids manager in setting up and advertising a fundraising concert

No. The payment influences the RNG. 5 is probably going to get you a pretty bad lab. 30 should get you a 'standard' lab fairly consistently.

I know somebody will ask eventually. The only projects that can be split up across the month are jobs with a set engineer/month rating.

That mental image is hilarious.
Flavor-wise, nobody is really quite sure why you're getting funding. (Whoever decided it doesn't read paperwork closely, and has a reputation for stubbornly refusing to admit he's wrong.)

Research:
Railgun Weaponry Program
One Ballistics Specialist Scientist leads ten undergrads in the research of railgun weaponry.

EOD Program
One Ballistics Specialist Scientist leads thirteen undergrads in the research of creating new, and improved explosive rounds and ways to apply them to both conventional weapons and the Railgun Weapons program.

Engineering:
Project Deliverance
3 General Engineers and 10 Undergrads begin work on the creation of the squad portable rapid fire cannon codenamed Deliverance. The weapon itself is to be light enough for a squad of infantry to somewhat easily move as needed, and yet still an extremely high caliber fully auto cannon utilizing HE shells. Fifty credits are given to Project Deliverance in order to buy materials, and ensure the design is as superb as possible. (-50 Credits)

Project Construct
2 General Engineers, and 10 undegrads begin work on the Construct program. The Construct program is a design mission aiming to make a multipurpose chassis capable of being equipped for any roll from recon to support to aerial transport at an affordable cost while remaining modular. Any weapons and systems it makes use of except for the core chassis are to be made so they can be easily switched out to other systems in emergencies. Twenty-five credits are given to Project Construct to ensure the materials that are needed are accessible and allow for the best design possible. (-25 Credits)

Troop Orders:
Special Forces Platoon 'Antimony' remain at base on guard duty for the time being. Should a Kaiju be spotted within reasonable distance of the base they are to be deployed to fight against it using hit-and-run doctrine to slow it as much as possible, if they see an opportunity to kill it they are to act upon that but should they suffer more than 40% casualties they are to retreat.

Book Keeping:
Credits: 152 - 75 = 79 Credits

15 Undergrads study the skin in the lab.
5 Armor Specialists, 5 General Engineers, and 15 Undergrads use one of the workshops to produce flashy improved body armor for the troops. If possible without being horribly inefficient, try to make it look like medieval knight's armor, because nothing screams 'heroism' to the masses like a knight in shining armor.
5 General Engineers and 20 Undergrads use the other workshop to put together motorcycles for speedy and stylish transport of troops on the ground.
10 Undergrads study the bone in a rental lab for 50 credits.
1 Special Forces Platoon guards the base.
1 Special Forces Platoon provides relief to San Francisco, being sure to advertise F.A.F.N.I.R. while doing so.
The Mechanized Infantry Platoon can stay at the base, practicing with their vehicles.
5 General Pilots can look over the combat data.

I should have 105 credits remaining after this.

((You might want to check my population again. Unless the Mechanized Infantry Platoon has an absurd amount of soldiers working it, I don't think I should have anywhere near 300 people in base and 125 commuting.))

Fixed in my text file. I'm guessing I did the math up like you were housing 250 pilots.

Fuyutsuki, relay my orders.

Research Division:
Dr. Akagi is to begin research into the bone sample of the Ang- I mean, Kaiju.  Assign three of our scientists and three of the undergraduates to figure out what it is about the Kaiju's bone structure that allows them to support their own massive weight.  The other two scientists and an undergrad are to begin research into the muscle sample; let us see how they move.  Finally, assign one undergraduate student to begin the task of establishing a pattern in Kaiju appearances; I want to be able to predict their future movements.

Engineering Division:
Four engineers and two undergraduates are to begin blueprinting and prototyping combat mecha for our soldiers, using the most advanced terrestrial materials and technology we have available.  Order the remaining engineer and two undergrads to look into general improvements to our existing weaponry.  Finally, have an undergraduate student begin the task of developing a Kaiju tracking system; have him work together with the one looking for patterns in their movements.

Military Division:
Major Katsuragi is to assign three general infantry platoons to garrison our base.  They will rotate between active guard duty, training exercises and down time every week.  Our remaining forces are to remain on high alert, ready to mobilize at any moment.  As for our pilots, have one Child on active alert and two in training at all times, rotating every week.

Financial Report:
38 CR available
327 CR per month

Workshop activity:
10 GE and 10 Undergrads try to find and design in details the best possible knife for our troops.

Warrior activity:
All 3 special forces platoons undergo a simple survival training in the harshest and coldest environment possible - three kilometers from our base, actually.
3 Pilots watch the video from the first attack to better understand Kaiju possibilities.

Important!
While I'm greatly pleased with sudden credits for my report, the truth is that I forgot to include pilot's doubled monthly pay (-6/m) there. Shame on me, really. You may want to add it.
