Yeah, it's possible that goblins got less homicidal in 40.01.
Probably low discipline.

I did a few dozen world gens and checked what the gods did.
The dwarf gods don't seem to do their jobs like cursing dwarves of their civ. They only help demons into the world and the death sphere gods chunk out slabs for the necros after receiving worship.
Human gods work fine and also curse dwarfs that became part of their human civ.
Anyone else having no dwarven vamps? You should still be able to get some by infecting your adventurer dwarf and retiring him in your dwarven civ.

Half of the leadership roles in my dwarf civ are goblins.
