Can someone explain?

I get this is part of the dialogue you get when playing adventurers... but is it an inside joke I'm not aware? a meme? is it something coined in Dwarf Fortress or is a reference to something else?

It's how it occurs at every level of success or failure. You may kill a monitor lizard and it is inevitable. You may also bring back the severed head of some subterranean monstrosity that has terrorizing your nation for hundreds of years. There are engravings and books and a hundred and one other stories about the prolongued rampage of destruction that this nigh-unstoppable beast has led.

And here you are carrying it's head. You're the hero. The legendary figure that will mark a great place in the history of the Spiked Tower of Socks. You alone were capable of ridding the world of this blight. You deliver this severed head to your monarch, and stand awaiting your great praise.

Your Monarch lounges against a wall in a hallway picking at her nails with a boning knife. She really should be sitting on a throne, but one shouldn't worry too much about the details. What matters is that you are about to become a national hero whose name will ring through the halls of history long after your death. Finally, she looks up.

"It was inevitable."

Try to eat own sock.
It was inedible.

You need to find the most exotic animal pet you can, and then breed a war party of them. Have a beastmaster as your only guardian, wrapped in adamantium with a platinum war hammer that is backed by savage giant beasts from around the world.

It's a phrase often said by.. well.. anything and anybody in adventure mode when talking about anything.

It's quickly reaching meme status (at least on this forum). It was inevitable.
