Race Site Assignment

Is it just me, or are the race sites not behaving properly? I have humans and goblins setting up forest retreats, and humans building towers.

Are you sure that they're setting them up, and not conquering them in worldgen?

Nothing seems to be broken regarding this that I have seen.  What you are likely seeing is the end result of wars, that is to say, the reason you are seeing human towers and goblin forest retreats are because said races conquered those site in battle.
