Dun' you go dissin' tier 4 FlyDie. Tier 3 and 4 are some of the best tiers to play at without becoming game-breaking.
Also, Quick Draw is important for Throwing Builds. Like my Gatling Shuriken Monk, capable of throwing more shurikens in one minute than most assault rifles fire bullets.
I call it crap-tier because there are other classes that can do the same thing, only better, as well as doing extra stuff. Same deal as why a straight Fighter is crap compared to something built with Lion Totem Barb/ToB classes; the latter can do more better. Not that they can't be fun to play in the right setting and party, just that if you've got few/no restrictions on what people can take, you're going to be feeling useless pretty quickly (as opposed to feeling useless but still having an arseload of fun, as with a Pixie Warlock without LA buyback).
And let's be honest here, how many builds out there use thrown weapons? Even among classes which can feasibly specialize in them. (Still not as bad as Toughness, though).

1. Improved TWF (Thematically appropriate, all reqs. met except being slightly short on the BAB)
2. Improved Critical: Rapier (Same as above, except more so on the BAB)
3. Quick Draw (Thematically appropriate, all reqs. met)
4. Point Blank Shot (Less thematically appropriate than the others, all reqs. met)
