i think many times a fortress has died from a enemy civ, many times said fort has steel, i think the enemy could loot the steel and give it to their king/queen so the said leader would get steel stuff

That'll  probably happen when items from lost forts are actually taken off site... right now they just lay around until reclaim. I wonder if kobolds actually use the steel or adamantine weapons they steal? If so this is already in, more or less.

No, no, I don't mean an FPS problem.  Every Dwarf everywhere would wander off half-way across the world to get a sock to bring home.  Once home and wiggling his toes in the new sock, he would go back for the other one.

When not in war, what cause is greater than sending your entire army across the world to recover a sock lost in the mists of the age of legends?

Wait I'm a bit confused, how does world generation/legends determine the outcome in a fight if all fights are generated with the combatants unarmed. Is the outcome determined purely by stats? Because the thing is, if this is true, than if for example a caribou attacks an unarmed and unarmored dwarf, then the caribou will always win unless the dwarf is a very skilled wrestler. But if a caribou were to attack a dwarf that has decent armor and a sword, then the dwarf will win. problem is if history gen doesn't account for equipment, than the caribou will always win.

I think it really doesn't make much sense that settled civilizations never develop steel as even if they don't develop the process themselves they are bound to find it from the dwarves eventually even if the dwarves try to hide it as all it takes is a few dwarfs with some of the gear spilling the beans and it is bound to spread all over the civilized world from that point on and as time goes on the chance of that happening will only increase. Steel wouldn't be something that would spread all over the world but mainly to wealthy high skill smiths who primarily make gear for higher class or wealthy clients based on this it should most assuredly be something that most likely appears in the human cities/forts and smaller villages and towns are less likely and some of the larger goblin goblin towers would likely try to make steel at some point for a warlord seeking better gear for himself and a few other compatriots.

As a generalized solution, the game should have some way of identifying what metals are better for weapons and armor.  It could as simple as adding a RAW tag that indicates how highly the material should be prioritized for weapon usage (at least a place holder until the game can calculate potential value just off the other RAW values). High ranking historical figures could then get weapons based on both quality and item material then.  Right now I think it just assigns weapon material based on whatever the civ has access too.  It would be better if the world gen AI prioritized the best materials for weapons.
For example:
[EDGED_WEAPON_VALUE:30] [BLUNT_WEAPON_VALUE:25] [ARMOR_VALUE:30] for steel because it is good all around
[EDGED_WEAPON_VALUE:60] [BLUNT_WEAPON_VALUE:1] [ARMOR_VALUE:60] for adamantine because, although the best for edged weapons and armo, it sucks at blunt damage.
[EDGED_WEAPON_VALUE:10] [BLUNT_WEAPON_VALUE:20] [ARMOR_VALUE:8] for copper because it doesn't make good edged weapons or armor, but it is decent at blunt damage.
The AI for civs then could prioritize material usage.  This would also tie into an update on the economy when the game needs to determine demand for certain materials.

I was about to chime in with my two cents but you pretty much covered everything I was thinking. I think that the secrets of adamantine belong with the dwarves but steel is made of such common materials that you'd think that at least some of the other civilized races would eventually figure it out or learn about it from contact with the dwarves.

I've also always though that its odd that elite members of the other races militaries never seem to show up fully decked out in a suit of armor made of the metals they actually have available. Even Goblin generals don't show up with complete suits. By "complete suite" I don't mean the crazy +++ layering players sometimes deck their dwarves out in but rather a single layer of decent metal armor covering every part of their body plus a breast plate on top with a decent weapon. You'll think that the leader of the entire goblin civ's military would at least show up in a full suit of low quality iron. It makes sense that the low level grunts show up in piece meal copper junk but not their squad leader weapon lords and generals.
