They're not homophones! Unless you pronounce "e" as "a", but you'd have to be an idiot American to do that.

Affect is a verb - to affect something.

Effect is a noun - to have an effect.

It's more nuanced than that, unfortunately. Effect can also be a verb, and affect can also be a noun.

You can also:

1. Effect something (verb); ex. "President Obama effected change in the structure of the executive branch." meaning that he worked to institute change.

2. Possess an affect (noun); ex. "Julie developed a melancholy affect when she learned that her grandfather died." meaning that Julie was exhibiting an emotional response to something. This one is archaic, but has also been repopularized as a clinical term in psychology.

If you're going to pick something to trip up on in English, effect/affect isn't a bad choice.

As to the difference between "effected" and "affected" or the reason why these homophones are spelled differently to no good end?
"affected" means "to create an 'insert noun here'" while "effected" means to "perform an 'insert verb here'".

Which one you use depends on if you are talking about them creating something or doing something.
Example:
The BP oil spill adversely affected marine wildlife in the Gulf of Mexico and surrounding areas.
They are creating a bad effect (which is a noun here) on the Gulf of Mexico.

After the BP oil spill, the government effected sweeping environmental regulation.
The government is changing regulations. Change is a verb here, so you use "effect".
