Haha, oh god, my local government steals copyrighted images from the internet constantly and I have attempted to warn some of the people responsible whom I know many, many times that something like this could happen. I'll have to make a point to bring this up (but I doubt it'll change anything).

How do you maliciously upload a photograph? That doesn’t make a lot of sense as a sentence.

His direct claim was that photographers copyright their pictures and upload them purely in the hope of tricking people into using them unattributed, then they can gouge you with lawyers. He refers to this as their job / business model. So from his point of view this is "malicious", i guess in the sense of legal "entrapment".

I picture the photographer like Gargamel from the Smurfs cackling evily "keh keh keh ... what a pretty photo, now to copyright it (heh heh heh) and upload it so I can inflict massive damages on anyone who uses the photo".

...Also I feel I should point out because nobody else has, but you don't actually upload images to Google Images. Well, technically you do for an image comparison search(upload a pic to find others including that pic or visually similar), but that's not how a normal Google Image Search works. I just trawls the internet finding images tagged with your search string and displays them to you on a page. It doesn't even look at the image itself. Google Photos is also different, it's a storage cloud, not strictly image hosting.

For image hosting, you generally go to sites like Imgur.
