I think that's a Korean news channel or something.
I have read somewhere that that's how they broadcast their news.
I.. Or whatever I read, could be wrong though.

– Voiceover in Mandarin.
– Subtitles in Traditional Chinese.
– Uploaded by someone called Taiwanese Animators.

So uhh... could be Japanese or Vietnamese? I 'unno.
