It reminds me of that one guy in 13 hours who was a guardsman from a planet that still had napoleonic era tactics, dropped into what was WWI trenches vs Orks. He was the only one of his regiment who made it to Imperial lines alive, where the average lifespan was 13 hours
Has one of the best endings ever: he survives for 14 hours
So zealotry can make a difference

Considering that the average lifespan proably includes all the officers, headquaters staff and such, considering that modern combat life expectancy (COMBAT) is usually calculated in seconds, not minutes, I'd say that 13 hours is not bad.

Ive always made the assumption of good faith that the average IG lifespan numbers are calculated with limited cover and under direct fire from tanks and SMs and such.

There are likely countless smaller and less lethal engagements for greenhorns to harden upon ... rite?

Depends. Some regiments get to spend a few years fighting feral orks or low grade chaos cultists before going up against anything actually threatening, others get thrown into pitched combat against tyranids or chaos marines as their first fight. Depends on what the segmentum command had the regiment raised for really, as a lot are created in response to specific threats.

that is horrifying.

I think the imperium would then be better served decreeing that local IG forces cruise the areas for conflicts.  A 'subsegmentum police force' that can then be intergrated or paired with greenies in order to provide a pool of not shitawful guardsmen.


Half the imperiums problems are the lack of communication and decentralized structures that allow for this kind of inefficient bumbling and hoarding.
  The dont need new combat tech, they need a new infrastructure.

They kind of do.
A planet comes under attack, and can request help  from the IG, who might send forces to help.

With the risk of warp travel, however, you want your armies to be jumping around as little as possible, so unless there's an active mission they're on such as a crusade it's best to have them camp out on a fortress world or whatever and only deploy when help is requested - much like is happening with police today in a lot of places.

Communication is a problem, but I'm not sure there's anything that can really be done to solve that problem. Decentralised structure is pretty necessary just due to the sheer size of the Imperium.

Actually imperium has one of most effecient communication networks in galaxy( astropaths), while for example tau communication through messager drones is becoming somewhat ineffecient even with their around 120 planets sized territory.
Also astropaths are created on terra by binding psyker to the emperor and are one of reasons, why rebelling is not very good idea, unless you plan to grow some tentacles.
