The Eldar don't have Void Shield tech. It's just something they never made.

Probably for the best really, Void Shields tend to be giant power suckers, so an Eldar ship would probably have to trade off it's speed and firepower for even a weak shield, which would force it into more slugging matches, which they just can't win due to design differences between their ships and other races ships.

It's hard to say. During the DAoT the Eldar were metaphorically (and occasionally literally) cannibalizing their own empire and pulling back to what would eventually become the Eye of Terror, while humanity was taking advantage of the relatively calmed warp to colonize the entire Milky Way. As such, there was not a lot of overlap.

That said, DAoT tech sometimes does scary, Necron-tier (heh heh, Necrontier) shit that puts the Eldar to shame, at the same time there really aren't many clear examples as to if the Eldar Empire was more advanced than the 40k Eldar factions.

Although sources differ and generally argue, most point to human technology in this time being roughly equivalent to (if not surpassing) that of the pre-Slaanesh Eldar. Highlights of the few hints we've been offered include still-pristine warships with bridges made of solid light, what seem to be time-weapons, and a cloud of sentient nanomachines that kill you by making your blood explode. Dark Age humanity wasn't nothin' to fuck with.

But it's 1d4chan, so take it with a grain of salt.

The Eldar are the pinnacle of technology... According to the Eldar. But that's alright, because the Eldar are also the pinnacle of wisdom and their opinion is the one that matters... according to the Eldar.

I mean seriously, the Eldar claim that they are the Ubermenschen of this verse, while they're clearly the opposite. Most of the technological accomplishments of their puny race were matched by a breed of creatures that were peacefully chewing grass and mooing a few thousand years ago (the Tau), and another younger race with far less psychic potential, which spent most of its early existence separated (humans).

They had eons to git gud. They didn't. They had a grand empire... which they were only able to build because the actual big boys (the Old Ones and the Necrontyr) were busy fighting each other. And then they shat all over it in the absence of any external opposition... because, you know. Why not, YOLO, amirite?
So now they're reduced to two modes of existence: feeble space hobo who can't stop whining, and retarded Webway not-hobo who can't learn from his own mistakes, and keeps boasting that the lesser races are like cattle to him... despite being as pathetic as a guy who got locked out of his chicken coop by the chickens themselves. And the chickens keep shooting macrocannons at him. And he's sitting on a door into which Slaanesh keeps slamming xir massive barbed penis day and night, and the door is starting to creak.

And the one actually impressive achievement of Eldar technology, the Webway... wasn't actually built by Eldar.

The sheer scrubdom of the Eldar has always been fascinating to me.

Although recall the Beast, the ork that nearly destroyed the imperium in M32? Apparently the Eldar once fought and destroyed orks even more advanced than those. So sayeth the newest book in the series they're writing about it.

Oh, Eldar were fucking scary back in the day. Don't forget that they used to be a real Empire, with Craftworlds as their goddamned merchant ships, that only died because of the unforeseen consequences of being so successful they were able to descend into the depths of hedonism. When there were actual wars to fight? Consider how skilled a single Craftworld Eldar is, except a career soldier from a long and glorious tradition of soldiering, rather than a member of a dying race trapped upon their ships who struggle to emulate their gods and history in mourning for their dead fellows. Imagine them equipped with true military-level technology, and that the Craftworld Eldar stuff is, as far as it seems likely, the civilian/merchant defense gear. Consider how many more Eldar there were, all with equipment on that high of a level. Their equipment is all small and energy efficient because that's cheaper to have on board merchant vessels. The actually somewhat bulky shit that was given to the real warriors is probably as lost to them as the solid-light ships are to humans.

Yeah, they're still not uberperfect, but there's a reason they're pricks about being superior, just like there's a reason Humans do much the same, and are likewise watching their Empire collapse, albeit slowly and with great reluctance this time around.

Thing is, Empires only last until they don't. Probability means that as time goes on, the likelihood of it collapsing approaches 1.

Yeah, Eldar don't even use Void Shields for their Titans. Just really yuge Holofields. Having not played Epic 40k I think the diff is it's basically an inexhaustible dodge, whereas Voids are exhaustible damage mitigation. Like most things in 40k it seems the better deal to just completely avoid damage than actually being struck. That's why the Eldar are always such a pain in the ass. At the table top fig level, they can stack layers of defense deeper than other races. While having the highest mobility and sporting comparable if not superior weaponry.

Plus they actually got buffs from their gods back then. These days they kinda substitute with the paths, but those don't really convey the same level of super buffness that actual God blessings do. Consider how the Harlequins can do crazy shit and are respected by all Eldar regardless of whether they're craftworld or corsair or Dark Eldar. And those guys are only blessed by the God of pranks and trickery! Imagine what a Khainite warrior could do back in the day when Khaine was actually around.
...well, actually most likely a warrior following Asuryan, Khaine was kinda feared before he inadvertently took on the role of a protector God during the fall.

If Horus Lupercal had a Storm Bolter, why does the Talon of Horus have a Combi-Bolter? Especially since the Combi-Bolter is essentially an unrefined Storm Bolter?

Forced rules divide between chaos marines and loyalist marines. Same basic reason chaos doesn't get plasma cannons or speeders.
