The chaos star isn't something GW invented, AFAIK, so no, probably not. And the aquila is older then Jesus, literally, and the two headed aquila is something that was used in both the holy roman empire (IE the main inspiration for the imperium) and the russian empire.
Only the inquisitorial rosette is something GWS might have some claim over.

Look, does Warp Dust occasionally draw unholy symbols on the walls and try to summon daemonettes? Yes. But every employee has their idiosyncrasies, and getting caught up in them is just not good for business. Most of the time Warp Dust is a perfectly respectable and competent financial manager.
