On the other hand though, it took me all of half a minute to find a complete .pdf of the codices for all of the armies I could think of. I have thousands of free prints at the University library I'm not going to be using as well. Hmm...

As that's technically YARRRRR I won't say much, other than yeah, there are options to buying $400 worth of codices. Plus it's the only way to get your hands on out of print editions (which I play and read way more than anything current GWS makes for their games.)

I don't understand WHY they're so stubborn? Surely the evidence is overwhelmingly in support of the notion that their popularity is steadily decreasing. I mean, between the pricing and the lack of the massive, plot line advancing tournaments, the fun just isn't there anymore.

It's really good 40K stuff. There's a collection of all of it on this forum, just search the name. It's like a written retelling of what happens in their Dark Heresy games, so there's lots of inquisition stuff.
