So a good imperial guard game would ideally play a lot like a massive version of red orchestra 2 in my mind. With actually competent AI.

All manner of vehicles of course.

In terms of other factions. A small number of inquisitors and space-marine squads would be available on the imperial side. Etc. etc.

Not sure if that's the game I'd use as a template (orks aren't exactly the type to take cover) but it's going in the right direction.

I'd go for individual matches, not MMO or like planetside, if only because the greater control allows for easier balance. Though if it could get planetside-like scale on certain maps, that would be awesome.

Massive engagements are the requirement. Doesn't have to be an MMO, but I want at least 200 NPCs/players on any given map at any given time. If I was more unrealistic I would demand like 500.

I think that hinges on how populated the game ends up. When you have WoW numbers of players (not a realistic expectation) you gain that element of regular troops with new players, players trying out new stuff, ect...

If at best the game has like 64 people in at one time, yeah, you're going to be surrounded by the high end specialists in the best gear.

I dunno, for me, a sort of straight FPS focused on the Guard wouldn't really do it for me. 40k isn't exemplified by your average FPS gameplay of  32 or 64 individuals running around in circles shooting their guns. So running around a map and going "Oh it's an Eldar Warp Spider" "Oh it's a Chaos Space Marine" "Oh it's an Ork Mekboy" wouldn't really do it for me. It'd feel like a cheap emulation of what makes 40k feel iconic, like trying to fit 40k into a FPS mold rather than vicea versa. So right now EC is my best hope for the kind of game I want to play, because it's laying out (or at least talked about laying out) all the tools players might need to actually simulate 40k. Primary being, in my mind, room to maneuver like in Planetside 2. 40k multiplayer in a shoebox has already been done, by Warhammer 40,000: Space Marine. It wasn't bad, it just wasn't great either. A by-the-numbers multiplayer shooter where Jump Packs were the most exciting thing that'd happened.

Part of me wonders if EC bought or licensed the rights to some of the stuff from Space Marine, because early prototype footage of the Jump Pack didn't just look like Space Marine's implementation, it was their implementation, down to the targeting icon displayed on the ground.

A 40k singleplayer FPS focused on the Guard, however, could be amazing. Something Starwars Battlefront, where you can use AI and massivity to do a lot of the stuff no games have in the 40k genre to date.

Im not sure what the battlefront focus is all about, I've been doing a lot (A LOT, seriously like everyday) lore reading and the guard isn't exactly incompetent-rush-every-objective-WAAAGH!!! ... The guard, while many times enfeebled by terrible command, is generally a competent and resourceful beast. Personally, I stick by my idea of a massive version of RO2, because a lot of "regular troopers" can be put in as bots. You could play as a sergeant, lieutenant, captain, major, and colonel as well.

My perfect Warhammer game... umm...

It would be a strategy game. But not a regular one, no, it would be like a mix of Europa Universalis and Civilization with a tad of Total War in the strategic side but featuring not only a single planet but maybe even hundreds of them, and their respective star systems (ie 10 planets on a star system).

This would be a turn based strategy game, however it would also have with Dawn of War like battles for land and sea battles, and Homeworld, or better yet Shallow Space like battles for the space ones. That's it, a turn based strategy game with real time tactical battles but no base or soldiers construction/building. No command and conquer economy. You fight with whatever your brought and that's it. Maybe if you can hold on for long enough and you call for it, assets near in the strategy map can come in to aid but that's it (lore exceptions withstanding, IE necrons/eldar portalts, demons summoning, etc...)

For the research system, certain factions (Tau) could use one like to the one of Space Empires V, however the rest could have something else, like only finding technology (Imperium and it's subfactions), or through arcane rituals and requirements (chaos, necrons) or whatever have you.

Population and resources would be taken into account and in a local way. No magic piles of resources shared among the infinity of space (lore exceptions withstanding). If you have an adamantium mine in one side of the planet and a vehicle factory in the other side or even in another planet, there must be a way of taking the adamantium from point A to B.

The infantry would be trained and deployed according to lore, not only choose the uniform and weapon load out, but the squad, platoon and company load out. All this templates of course would be exactly to lore.

As with the infantry squads and companies system, an army and fleet load out system should be used, so instead of you needing to recruit everything individually you can have use the templates and recruit whole armies and fleets on the whim of a click, the game recruiting and commissioning the vehicles from the nearest/most suitable/convenient planets, factories and shipyards.

And last but not least, a proper naming system for ships, where you can customize if they get random names (from generic or custom lists), numbers or both, and their class and design type are also made clear and if any or all of this is written on the hull or not, or displayed on banners and whatnot. The same go for army naming, specifically for squad, platoon and company levels.

Graphic wise I would not be much concerned. Something along the lines of Dawn of War level of graphics would be nice but I would be happy even if is something in 2D, however I have heard that even when 2D is less demanding to the machine, quality 2d graphics (Starcraft 1, Age of Empires comes to mind) are actually harder to make than 3d.

And of course put every race in. EVERY SINGLE ONE!

I'm curious as to how a tank would evolve. Would it climb out of the primordial ooze wiggling it's track-nubs, feeding on smaller jeeps before crawling onto the shore having evolved proper treds?

Either:
1. Grand strategy game spanning the entire galaxy, allowing you to play as any of the races to maintain or destroy the status quo entirely.
2. Grand strategy game spanning but a single planet as you play a beleaguered planetary governor caught in the 41st milennium.
3. Dawn of War, but BIGGER with MORE GUARDSMEN and MORE BANEBLADES and less focus on increasing supply by taking strategic zones and more on just having units to begin with.

Problem with a big strategy game is that only the tau are actually really advancing in tech. Everyone else is pretty stagnant, or even going backwards.

That'd be fun. Like a 4x/Sim game where losing is fun. The best possible outcome is getting off your planet intact before the life eater virus missiles are launched. Kind of like a high score game where you try to get the most of out your planet before its consumed by Chaos/Orks/Tyranids/Eldar/Tau/Necros/Ect....

It'd be a perfect game. You could build anything from a Fortress world to an Agriworld or Hiveworld or simply just have a paradise garden planet or anything in between. What joy it would be to try and build on a death world! And then you could have random events, like uncovering a glowing green cron tomb or finding a chaos/genestealer cult or... Well, the possibilities are endless.

Where your score is determined by how much of the population could be evacuated. Meaning that every mistake you make means another million civilians dead. And it's all your fault.

Hmm. Maybe something like this, but set during eg the sabbat worlds crusade or something, to tie it into an existing narrative and give an overal structure or goal. You'd start as a lower commander tasked with things like securing flanks or backwater planets, but move up until whole planetary invasions are your responsibility. Something with a campaign map for troop movements and strategic decisions, but battles are real time and only with the units present on the map (so not like in dow where each battle was a skirmish with basebuilding and such).
