Here you go.

Statistics and such are the standard 3d6 or 3d6+3 for EDU.  Background and those kind of details are up to you.  If your stats don't agree with your character choice (Call of Cthulhu generally assumes you roll your stats and decide on an occupation from them) you can move 3 points from one stat to another, up to three times total.

We're mostly going by the honor system on this.

My first though was to play a Buffalo Soldier, but I then realized we were antebellum.

So I'm thinking of making some kind of European character as well. Either the scion of English nobility (either there to live some adventure before going back to England, or because his family is broke and he hopes to make some cash in the West), or a Belgian railway engineer working for the Central Pacific Survey.

Or maybe some kind of pro-slavery Bloody Ruffian. It would be fun to have a pro-slavery character. Is using the n-word IC ok? (I mean, I don't want to offend any of the players or the GM). Or an anti-slaver preacher if you prefer.

Do you have any preferences among those ideas? If not, I guess I'll just roll my stats and decide accordingly.

I don't really care but if somebody else does obviously that won't do.  Like I said, I'm pretty open about character concepts that aren't necessarily politically correct.  HP Lovecraft was very politically uncorrect, a lot of his horror was based around the fear of foreign people, especially the savages.  We've got one character posted from Mithras, I'll add it to the list. 

I'd like to get things rolling quick, before enthusiasm fades.  Does the 4PM GMT time posted earlier work for everyone?  What day would be best?

Okay, I just finished my character sheet. I followed the procedure from my CoC rulebook, so everything should be fine, except for the cash: since I didn't have a table for 1854, I used the values for the 1890's. I rolled a 7, feel free to correct.

Any comment? I have a .xcf version of the character sheet for editing in GIMP if you want.
