We seem to be starting around Goku/Piccolo pre-Raditz fight in terms of power, so I'd guess so.

Do we have to continually train with one pre-designed technique in mind or can we do general training to make them and create them spur-of-the-moment?

A lot of my techniques are going to have names that are what she would actually shout, after all, and it makes less sense(and is less cool) if she has to make them completely in advance first.

in the series they developed a technique in secret before dramatically revealing it, maybe some kind of system could be implemented to simulate that?

I'd imagine it'd boil down to: I've had x amount of training since my last new technique, and I need a new trick to beat the bad guy of the week. Time to pull a brand new power out of my butt and say I've been working on it all this time.

Just saying, look at her abilities; can you really imagine her working for days on Not Done Yet!? No, she used/uses/will use it instinctively due to her RAEG. Some attacks, like her eventual Hypersharp Atom Cutting Razor Blast Wave Beam(or some other similar name) will be things she has to work on, because they have the ridiculous names(if shouted). The things that actually sound like shouts? They're spur of the moment. Examples that I probably won't use: Don't You Dare Touch Them! and HYAAAAAAAAAAHHHHHH
