I was under the impression that you COULD perform people before they moved in the system we're using.  They'd just be able to move twice if so.

Nope. WoG says that you can't do that and also FoE doesn't allow it. Performs are allowed only when someone has moved or if it's an Ally.

I'm just gonna note that the handbook allows preperforms and so do some FEFs-- but some GMs don't tend to like it.
