Something that could make regiment creation smoother: have a concept in mind and check what options would make it work.

A world with terrible weather or toxic wastelands whose inhabitants are used to living in large armored caravans could serve as the background for a Death World Armored regiment. A former shrine world of tradition composed mostly of tunnels, train stations and similar locales assailed by civil unrest and war could serve well as backdrop for the creation of a close-quarters focused Penitent World Line/Light Infantry regiment.

Our last experience (last group I was with Remuthra, at least) with regiment making ended with a pretty nice regiment in the end, which was then fluffed.
