Looks like we have a winner in the polls, I'll be finalizing the rule now.

Telephoning:
Technological growth, project progress and population growth can only occur in a non telephoned post. A telephoned post is defined as any post that does not have 3 different people posting between the civilization's previous post. This will be an example and will bold telephoned posts to point them out:

NN
Varee
NN
Rolepgeek
IamanElfCollaborator
Varee
NN
IamanElfCollaborator

The main purpose of still allowing telephoned posts is to make communication more rapid, but technological progress keep everyone more together.

If this gets too constraining we will reduce it to 2.

Space is way bigger than you're thinking m9, it's gonna take a looot longer than current tech levels...

Though with how the bloons are developing they could /maybe/ develop the following:
http://imagine.gsfc.nasa.gov/docs/ask_astro/answers/970603.html

Temperature regulation (space = heats you up like crazy if you manage to live long enough, one person had the water on their tongue begin to boil)
Pressure regulation (The lack of pressure is pretty bad, you start being pushed outwards by your body slowly, not enough to cause an explosion but to make yourself weaker)
Some way of not needing oxygen, water, food, etc (since there's /no/ way to store enough life support on your own body to fly all the way off of a planet to another place)
Some way of moving through space (The faster the better but as long as you can counteract gravity you're good. The bloons' current methodology of bouyancy won't work out of the atmosphere.)

Well currently bloons dont realise they are radiation as they are blind. Pressure shouldnt be a problem for them. Temp well that is another question. As for life support, that what the biggun suppose to do but it would take a while. Nevertheless i feel bloons will still be trying:D also they might get hit my meteorite.........

Why would pressure not be a problem?

Also other things that might effect them:
Solar winds and gamma radiations.
The immense amount of travel time from place to place.
The fact that if they arrive they're going to get /so/ killed by the heat; though they would have already developed a cooling system to keep themselves from starting to boil from their own body heat they haven't developed insulation from the outside heat.
They wouldn't be able to use bouyancy on the Destramoon unless they buffed it by a lot, considering how its atmosphere is a lot less thick.
Speaking of which, however they breathe would be a problem, since the air doesn't exist in space and the air on Destrachen would be a lot thinner.
And the fact that they would be delicious to the Destrachen. Cree they probably wouldn't be able to catch them unless they managed to fall into the lava given their slow land-movement.
