Personally, I think the line is drawn when you quote something, but fail to input anything of your own. When it's just quoting the person.

I think that if this happens twice in a row, it's "pyramid" level.

If you quote something and actually put something in yourself, it's not a pyramid.

Even if it's like the case you see in some suggestion games where there's a massive line of "+1"s on something, there's still something being inputted in to the discussion.
