Their creating the magic girls to combat the witches which are created from grief and cause entrophy, so they can harvest the emotions of the Magic Girls to combat the entrophy.

This harvesting eventually leads to them being overcome with grief and becoming witches, adding to the problem they were created to solve!

@Kj, Kyle's wish was probably the most selfless wish that could be made. The food that gets donated, would probably be donated from the rich so not much grief would be caused. It means that while his potential is low, he won't be turning into a witch probably, and he would survive more fights because of it.

Except he specified "donated" (meaning it has to be given away to them) and failed to specify who by. I mean, sure, it could be by the rich, but, well, QB.

QB however probably hasn't bought food in... ever.

I meant that QB will ensure the wish is granted in the way that causes the most emotional trauma for the wisher, which means the donators are not likely to be those who can afford to donate.
Hmmm, he did specify the donations would be to homeless, and didn't really specify the donation must be voluntary, so all QB needs to do is make sure that poor people who have somewhere to live are compelled to donate their food to those without somewhere to live. For bonus points, that then creates more people in need to make wishes, especially since birthrates are generally higher among people with less.

Break down of the wishes, from the point of Kyubey.

1. Has literally taken on all of the worlds grief. She, if she seccumbs to the Grief, will be even stronger than Madoka's Witch Form.
2. Aiko has literally opened her eyes to the grief of the world. She will be at the same power as Madoka's witch form.
3. This wish is great. Bad guys do good sometimes and Good guys do bad sometimes. Yay grief.
4. Consider this. Turning into a witch doesn't mean you die. It just means you changed into an evil creature. Also, The love interest will now creat lots of delicious Grief, further turning Minu into a powerful witch.
5. The food has to come from somewhere, thus creating grief.
6. The money Mia wished for had to come from somewhere, and thus grief is created.
7. Magic, in terms of magical girls, is actually well known in legends and fairytales. It also is a boon to society due to keeping people alive. it isn't just for fighting witches.
8. People don't become witches anyways. Magical girls do and are considered tools, not people. Very weak potential.

For my part, Hikari will probably be sad for a little bit; not in despair, just sad- before resolving to find a way to stop this and using sheer manliness to prevent Witchhood.
