Any race or class restrictions? I want a halfing rogue, maaaaybe ranger.
None, so long as they are from the Player's Handbook.

And what about the Monster Manual? There was a wonderful race there, the Warforged, which gave awesome opportunity if combined with barbarian's abilities from Player's Handbook Pt.II in mid-levels...

Any piracy going on? Is Birdsglen a bigger city that has more going on than supporting the local fishing trade?

I'm trying to think up a sensible story that explains what my character is doing in Fewhope, being of the adventurous sort. And by adventurous I really mean knifey-stabby.
