Is there a way to turn a upward/downward stair to an upward stair and a floor? (other than channel it out and rebuild)

Build an up stair on it. You'll need a place to stand next to it, if it's in a shaft straight down that pierces the caverns (which is pretty much the only reason I've ever had to do that). Up stairs come with floors.
