Getting so much for the rings is pretty silly though. I'm mostly just rolling with it because I'm too lazy to care and reducing the amount of money he received isn't going to change anything. It's still technically unlimited money even if Kaiser earns less per ring.

Also I really want to make up/control a bureaucratic organization in this game. Just so that I can do what you're suggesting and pester everyone when they break the law. Like flying around unregistered aircraft without a pilot's license. It'll be fun. For me at least.))
