You're assuming function was a goal. It was not.

I don't really see any dragon-like ability that has such a function. The closest I can get is challenging people, but he can do that without resorting to magic.
Also, he's still rather new to the curse, hence the lack of capability.
He's supposed to suck, my characters always do.

That would work... if it wasn't for one thing.
Jade's possessed by a Blue Pseudo-Dragon, often called the Mute Pseudo-Dragon, because they have no breath attack and aren't all that loud.
The thing is, lightning breath is way too powerful, so I decided the Blue Pseudo-Dragons just don't get a breath attack at all.
I kinda decided this while making the character, I just didn't think it important enough to tell.

If Jade wants to taunt, he could just taunt.

Besides, Jade already has regeneration, which is OP as f***, letting him heal things he shouldn't.
I'm considering making it 2d20 (manacost * d20) damage for regeneration (for both success and failure), as it's currently not harmful enough (It can't even deal more than 10% damage).
And making the Dragon Eye cause d20 damage upon use, and 4d20 (manacost * d20) upon failure.
Since mutations tend to f*** up your body, hard.

Not to mention, Jade can't even use Dragon Eye, his magic stat is too low (he needs 6, he has 2).

If the electricity is powerful enough to conduct through air, what do you think will happen when it hits people?
Pretty much instant death.

A lot of these characters have powers that should cause instant death. It would probably kill a normal human instantly, yes... but we are pretty much never fighting normal humans.

The average human has 9-21 health, they're not that strong.

Also, numbers take precedence over logic here. If you're firing lightning bolts like Thor on a bender but your magic is 5, be prepared to be disappointed. With skills minmaxed like that, you won't be doing much, if any DPS.

Really, all he is somewhat good for is tanking, with all that health, and even that is minimal due to the low defense and resistance stats.

He's not the guy to taunt, and even if he was, why would it be an ability?
Anyone can taunt.

The taunt ability, in this case, is doing it in such a way that the enemy is forced to come after you.
