Thoughts:
Blood Soaked Agony should probably be toned down a bit. 10 damage is a lot, but +15 is even more... Maybe 8 and +12? I'm not entirely sure, and I might just overreacting a bit.
Reaping Spiral needs to be based off of a stat, instead of straight up damage. You can give it a bit of a damage boost, of course, but it should still be in line with the regular damage formula.
Kicking and Screaming is... Somewhat complicated? Alright otherwise though.
Injury to Insult is probably a bit too expensive for how long debuffs seem to last. Unless Sen has some long-lasting stuff it should either be buffed up a bit or bumped down.
Paper Dragon needs to cost much more. 2x magic damage takes 10~ mana after all, so 3 paperstock for 4x strength damage is way too cheap even with the fact that Sen has to skip a turn to use it. Plus she doesn't have to hit any TNs to activate it, so... It's much too powerful as it stands.
I have absolutely no idea how Demonic Crucifiction is supposed to work or what it actually does, so... no comment.
Bloom is alright. It should probably not work on bosses though, simply because instakilling them would be extremely anticlimactic, and probably annoy a few GMs too.
Needles Storm is fine? I might make it do xd[STR]/4 damage myself, but that's just my opinion.

Melee spells pretty much.

Boy, Winry sure got herself in a fine predicament. Trying to save lives and endangering herself in the process... we might have another PC death, folks.

By the way, if anybody needs any maps, I'm your guy. It's just your job to keep track of them during battle, but I can actually make them with adequate skill.

@Kansa, Sen has 4 Paperstock, since I'm doing away with her normal paperstock mechanic to allow her a bit more strength. Basically, 4 paperstock allows her either 4 tier 1 actions, 2 tier 2, 1 tier 3 and 1 tier 1, or just 1 tier 4.

@ Usec,
1. Blood soaked, It's a single attack and it doesn't add +15 to the damage roll, but the range of the roll. So Sen's normal 1d13 becomes 1d28 for the damage roll, which averages to about 14 damage next attack.
2. Reaping spiral is mostly meant to break grapples if Sen is forced into one. Sen can initiate a grapple herself and deal higher damage, but it lacks the tactical touch that being put into a grapple has, which I'll explain a little later.
3. Kicking and screaming is meant to be complicated. So yeah :3
4. Paper Dragon takes 3 paper stock to use, Sen must stall a turn to use it, and so it's average damage is about 26 to main target and 13 to those around the target.
5. Demonic Crucifiction is also meant to be complicated.
6. For bloom, I suppose it depends on the Gm of the plot it's used in.
7. Needlestorm, has a very low damage output already, dealing an extra 17 damage on average if 4 paperstock is used.

Why do you give an average number for 1d28 when it's random?

I really don't see the point of maneuvers. We already have the ability to customize attacks so why do we need to preplan them as well? The only reason for that I can think of is so you don't forget a certain idea you thought of.

It's mostly for keeping track, yeah. So you don't have to say exactly what you're going to do everytime you do it, explaining how it works, etc.

question regarding kicking and screaming, wouldn't in most cases the travel distance always be maximum? I think the distance an enemy is able to be dragged should be decided by opposing strength rolls, because in pretty much all cases, the enemy will object to just being dragged along

You seem mad about people using powerful things to deal with world ending threats. Could you explain why you didn't see that coming? Because, frankly, no one wants to deal with that type of shit.

because it is an excuse not to play the game, off-handidly denying all other players who might have actually had fun trying to investigate stuff, by not just simply going "the stuff on my character sheet is so strong I can 1v1 your boss ez", but going "the stuff I made up in my background is so powerful, I can 1v1 your entire plot ez, offscreen"

play the game, rather than trying to find excuses why this and that should never happen. If you can't, because suspension of disbelieve is too important for you in a game about magical teens, then please, maybe leave whatever is under the sand under the sand, for others to check out, instead of calling heavy war machines and the magical FBI on it.

You know what happens usualy when the FBI takes charge? They don't let the teens even close to the stuff anymore.

It's a good thing a lot of the characters are adults and famous heroes by now. And maybe people would be more willing to actively investigate it if you weren't so happy about the thought of killing characters and gloating about how tough the bosses you make are.

I don't understand your problem. The enemies are supposed to be hard, there's supposed to be a risk. Without risk, you do not get any satisfaction with defeating the enemy.
Akroma isn't trying to kill players. In fact, she's trying to do the opposite, like all of us do. If you're used to a game where the PCs are just super powerful and can't be killed, then I have no idea why, because to me a game like that seems extremely boring.

Kj isn't getting at the enemies being hard. He's pointing out Akroma's "supposed" desire to kill characters off whilst being happy about it. I'm not throwing my two cents into any of this, however, and could be wrong.
