Depending on which stat on a character is the highest, he gains a perk based on that stat. This serves to further differentiate characters from each other, but needs a bit of review regarding how powerful the perks are. Of course, you can suggest own perks. If two stats are the same level, pick one.

Nope. Having perks be based on your highest stat has definitely been in the OP for ages, though obviously most people don't care about it. Or consider it to be more of a suggestion than anything else.

Honestly speaking, A free rez perk should be either STR or Health since everyone seems to not put their Health stat as their higher stat. Plus you only get a perk every five levels and as such need plots to even get said perks. Also, The perk should only work once per plot, if you decide to take it.

I semi agree, However it also lets her kill just about any boss or person in one shot depending on roll due to her unshackled overdrive. I mean, we have to trust the player to not over do it, but meh lol.

So I say we have [Free rez] Perks be structured as: PC revives with X health and y effect happens to Z enemies/allies. for convenience sake. Sound good?

That's one option yes. Another could be like:

Kyle, having been killed a turn earlier, slowly stands back up and releases a blast of wind knocking down 4 of his enemies and 3 of his allies, they are now stunned for 2 turns. Kyle recovers back up to 5 HP.

Or:

Fredericka falls to the ground seemingly dead. Next turn she stands back up in a trance and and revs her chainsaw debuffing the enemies SPD by 2 until the trance wears off in 4 turns. Fredericka recovers back to 4 hp and deals 30% extra damage until end of combat.

Stuff like that. IT could also be self targeting.
