Well... It's up to you, I guess. Isaac has been characterised more than Linda, but then again a plot could be a good way to develop her more. Flip a coin or something if you're having troubles deciding, I'm sure that they could both work out.

Oh, Linda's going to be part of MOON PLOT then? That makes sense, I was thinking about suggesting that myself, actually. She could be somewhat useful in certain parts of the plot. Maybe. _{I still need to work on it a lot more.}
