Um... the most common natural phenomenon that generates enough neutrinos to kill people is a supernova. With the amount of power required to make some sort of neutrino sniper rifle, Winry could do far more spectacular things.

Seriously. Grind up the sword and give it to non-void PCs to snort it. Use it as passive void-protection as well as turning them into walking void countermeasures.

Yes you do. Kaiser is one person. Spreading the load amongst a large group of people allows all the users to fight for longer periods of time as well as granting them passive protection. It may even power up Creation magic.
