It definitely makes more sense than basing it on strength. And a bit more than basing it on Dex.
Because they are just arbitrary names. Non-magical damage potential could work if you want something more clear, or Physical Attack if you want to go by Elf's/Pokemon's naming system.
I disagree. Most people who pick up a gun and fire aren't very good at aiming and even an expert can miss no matter how strong they are. And mental capacity is used for making things which is a big part of at least two characters.
I strongly disagree. How precisely does sheer mental capacity directly contribute to creating something more than say technical expertise? It's more a matter of skill and knowledge, furthermore, as far as I see it, it's just a way to let people create things without thinking at all about any of the physics or magic principles behind it. What you are suggesting is a retrogression back to some of V2's issues, where people could just create something using a straight up stat roll that could be easily fudged and which failed to acknowledge any expertise or lack thereof a character has (and as it seems, what a player has or was prepared to research).

Additionally, it is more a case of skill than intellect that would control most firearm uses, you don't NEED to target some arbitrary weak-point when your weapon fires pieces of supersonic metal that cause horrific wounds nor if it's any kind of directed energy weapon potent enough to serve as a complete replacement for a conventional gun. Also most people who pick up any weapon would obviously be rather poor at using it, not just guns, but also melee weapons.

There are exceptions of course, I suppose sniping may do so, but that would still be covered under the umbrella term of "skill", not to mention, last time I checked, all three specialist sniper characters are no longer being used.

well, there's more guards, but they are mostly just grunts. if their bosses are defeated they will likely just surrender. But yes, there is also some real combat after that. the kind where people might actually have trouble. Lots of trouble actually, or so I hope. But it is easy to underestimate the group

I kinda wanna see a fight between Kaiser and Kaotaro. Since Kaotaro can make railguns and shit, and kinda specializes in long-range combat, I have a feeling it would just come down to who could keep the other one in their preferred engagement range more often.

Best counter to Kaiser: Ceramic missiles and plastic explosives.

And high powered EMPs. Those work too.

EMPs won't work, Kaiser isn't one of your transistor using tramps. Kaiser can make railguns too, he just prefers to bolt into melee combat and literally consume the armor off you.

Also yeah, charge him with non-metal weapons and he'll be in poop.
