It was due to everyone's levels. Most people are level 3-4 while a few were 1-2. I explicitly asked smurf if it was fine having her start at level 4.

I disagree, new flavour-of-the-month characters should not be as powerful as main characters, or even more powerful. 100 points is already above what most trained humans can achieve, so simulating years of experience is not needed

No, it's more of a balance thing. New characters enter at the same level as the other PCs. No elitism/munchkins dominating the entire field.

Exactly. It helps boost up new characters to be in line with everyone else and thus not as much of a drag on the party. Especially since perks are so awesome and really increase the power of every character.
