In 13th Age, they have what are called flexible melee attacks; depending on your roll after making a flat attack roll(natural even, natural odd, etc.), you can use different maneuvers and the like that activate with those conditions and have effects. More random, but consistent, no real limitation. That would be interesting, perhaps.

Or just increase the damage bonus from weapons, if we really needed to do something else. And make it so people didn't really get bonuses to magic rolls from items. Or something. I dunno.

edit: we do have a damage increase mechanic on melee attacks already, that is creativity. Think about the possibilities your character has beyond just swinging a sword, describe that, and the GM may decide on a bonus. Icarus does that all the time.
