Depends. Until they actually get to the space junk to enchant it and then knock it out of orbit, it's also going to be a threat to them.  Also, it's going to be rather difficult to aim and there will be quite a delay I would imagine before it hits its target.

Also that person or whatever performs the task for them would have to be in orbit in the first place.

That isn't orbit. That's just the altitude.

The altitudes for orbit aren't THAT large, I mean, LEO is as low as 160 km. What people often fail to appreciate is, orbiting requires quite a lot of speed. That's because most of Earth's gravity is still felt at that height, the only thing really stopping something from plummeting back down is its speed.

Not really. More easy now that there's magic being used, but still not exactly easy.

Also, if you are going to assume that portable portals are being used, then the firing would be quite different. Rather than even bothering to enchant that crap, what you'd do is just have a gun or something with the other side of the portal pointing out of it. So whatever satellite unit is collecting the space junk just portals it out through the gun. At orbital velocities. Towards whatever is in front of it.

Of course, it would have a firing delay as the satellite would have to maneuver into the debris, but it would be quite powerful I imagine. Also, recoil-free.

Not even a pistol. All it needs is a portal that the junk can fly out of and a way of holding it. Along with a lot of ear protection.

The primary advantages would be that as long as there is space junk and the satellite is still orbiting (which would be indefinite with the right enchantments), it would be able to fire along with the fact that it has no recoil and an immense amount of power.

The primary disadvantages would be that it is reliant on a satellite and portal. For the former, the risk of the satellite being shot down or the connection jammed is an issue, as is the fact that it takes time to close in on the junk, so the firer would have to keep it trained on the target. For the latter, the fact that the debris not perfectly enter straight into the portal thus making the weapon somewhat inaccurate combined with the fact that the size of the debris may not be known thus making collateral damage hard to estimate. Finally, it needs some way to be one-way. Otherwise, air would be getting sucked out into space.

As in balance-wise? If you could keep the delay long enough that it basically becomes a stalemate-prevention mechanism rather than a high-powered weapon and the weapon inaccurate enough that it won't just obliterate everything it targets, then yes, I suppose.

Anything can be balanced, it is simply a matter of ensuring that the disadvantages prevent it from getting out of hand.

Or just make it instantly bring the user to zero mana and one health. And plus it would be useful for the murder night base thing.

Not necessarily, it all depends on how much damage it does. After all, PCs can still be stabilized and healed after being taken down below 0. Bosses cannot. So if the weapon would basically be something that could hail-mary a large chunk out of a bosses' HP, it would likely still be overpowered.

Because they aren't players, and don't have Plot Armor. Duh.

Also, easy way for people to get things into orbit, if they're smart about it: Thinking With Portals.

Calculate the rate of suction so that the object can get sufficient velocity to maintain orbit, get a vacuum proof room, open portal next to the object that leads to space. Tada.

On the opposite note, space stations with people in them and weapon systems can teleport their payloads to the ground.

Why can't bosses be stabiliesd?
The rules don't seem to offer that benefit to bosses. Also, bosses would be up against a gankfest of characters so even if they could be, it won't do them much good since whatever unfortunate bastard that tries to stabilize them would end up getting completely obliterated.
