I decided that stats don't change and are determined by Arcana. Stats are the limit on what you can roll. Items and perks increase what you can roll and of course can be changed. Some Arcana's ability removes the cap entirely on something.

XD I just thought of a terribly OP perk for Sen:

Adaptive Skills- Knowledge is power and Sen is Knowledge incarnate. Sen gains +1 to all stats (excluding MP and HP) for each turn past turn 5. This caps at 15.

Noisemaker Arrow: Titus enchants his next arrow so it will make a distracting noise when it hits its target.
Smoke Arrow: Titus enchants his next arrow so it will explode in a smokescreen.

Medium:
Homing Arrow: Titus focuses magic into his bow and lets loose an arrow that will hunt its target to the ends of the earth. This is a normal attack that cannot miss.
Exploding Arrow: Titus enchants his next arrow to explode as it hits its target. AOE attack, Target and nearby enemies take magic damage based off Titus' magic
Flash Arrow: Titus enchants his next arrow so it will explode in a flash of light blinding nearby enemies. Blinded enemies suffer a -3 penalty to attacking and dodging.

Big: 
Deadly Shot: Titus focuses magic into his bow and lets a loose a devastating attack. This attack if it hits does double damage.
Rain of Arrows: Titus enchants his next arrow to split into five, these can strike up to 5 enemies but only do 2/3s of the normal damage. A single enemy can not be struck more than once by this ability, all arrows use the same attack roll.

Enormous: 
Blot out the sun: Titus enchants his next arrow to split in mid air, this strikes every enemy that is currently being faced. All arrows use the same the attack roll
