Will's main ability is super-intuition, which--among other uses--lets him guesstimate the future with great accuracy and read body language and such so well that he can practically read minds. He can also predict danger on a successful Skill roll. Probably-relatedly, he is a good liar.
He also possesses a "distortion rifle," which fires bolts of energy. The beam is not impeded by any kind of effect; neither armor nor cover can save you if Will knows your location. On a living being, it causes organ failure, typically resulting in swift death; with proper aim (or swift medical care), it can be less lethal. It can also strike machines, which allows Will to alter their function in a variety of ways. As the creator of the rifle described it, "Hollywood hacking". The rifle has a five-kilometer effective range, but takes four turns to aim and fire, during which time Will is unable to move (and is hence automatically hit by all attacks made by half-competent attackers). Finally, it takes a minute to set up the distortion rifle.
Will may be smart and capable, but he believes himself to be even more capable than he is. He enjoys testing the limits of his power and showing off.

During the timeskip, Will considering going to college but decided that it would be redundant when he could do well enough with what he can learn on the fly. He is indeed living with Stella, and has accrued a sizable fortune by using his powers to make smart investments, usually via third parties. Currently, he is (indirectly and usually laissez-faire) the owner of the Willows Institute of Learning (a research/education-grant-giving institute), the Washington Association of Research, Invention, and New Fields (which actually does research), the Lucheng Magical iNvestigation and Observation Passel (researches and develops magical phenomena), and some more minor groups; the first three help Will guide the world the way he thinks it should go, the others help him discreetly play the market. Now, he has lots of money and influence, but good luck convincing him that he should use any of it to help you on a quest. (Basically, it's fluff; you can use it if you really need to, but don't rely on it.)
He is living with Stella.

Is this the part where the GURPS nerfs system get added?

Oh, and for the new folks, Murder Night is an African warlord with magical powers and a number of also-magical underlings. She's based a bit off of Moord Nag* from Worm, and is probably the biggest (human) "villain" in the world, having conquered a fair chunk of Africa. She's...not nice. Not as bad as European rule used to be, but Africa is probably a worse place under her rule.
*Which, incidentally (and intentionally), means Murder Night.
