when you turn on the computer, start spamming the F8 key, if done correctly you should get the Safe Mode menu to the REAL OS partition not the recovery partition.
Thanks, the key wasn't listed. I had been using the Esc boot menu.

It seems to load all the files (last one on the list is AtiPcie64.sys), completes a "Windows is loading files..." bar, then goes a "© Microsoft Corporation" loading animation for a second before sending me to recovery.

Ended up doing a full system reinstall. Wasted a blank DVD creating a system restore disk that ended up not working for whatever reason (something about the missing SATA drivers, from what I can tell.) After at least an hour of file transfer (dozens of gigabytes from Desktop -> External Drive -> Laptop) I was able to turn my external drive into a USB restore, which thankfully worked. After another hour moving everything back, I had to contend with a few hours of Windows Update. The restore disk didn't come with anything but the OS (saved some time there, I guess,) and now I've got a mostly working computer. None of my programs are actually installed (no start menu shortcuts or add/remove programs,) but they still run okay. Long story short, I've got a computer on which I can comfortably play Space Engineers and the next version of DF for the remainder of summer.
