What population centers?

The ones that presumably exist for there to be space-capable corporations/etc.?

What population centers?

The ones that presumably exist for there to be space-capable corporations/etc.?
They're coming in from elsewhere to develop an otherwise undeveloped system. I almost said something about the "location" in your initial Charter, but figured I could let it slide as a generalized thing.

Your current action might work if anyone develops population centers in the same turn, but there aren't any innately. Also remember the rules on action density; you're obviously going rather big at the moment, which means you'll be going rather thin as well.

Ah, sorry. Gonna have to declare this dead; current turns ended up too unwieldy.

I suppose if anyone feels especially cheated I could try to make it up to you with some sort of waitlistless deathmatch/survival god/space game.
