As for the reason he's making you do it, he has four hit points and would probably die if he tried to do this, as his psionics currently include clairvoyance powers. Only clairvoyance powers.

His CON must be 1 to have that bad of HP.
Fourth level psionic with 1 Con. That is... a serious min-max.

Alright, here's a set of deities. The inhabitants of this fair land, known as "Twin'kaali" (a corruption of the DF map's name, "the twinkly land"), are especially pious, and their gods give their most pious followers mighty powers in exchange for devotion. Each god has a "favored class", for whom a special power is given. The gods are as follows:

Luclaga, God of Light. Lawful Good. Favoured Class: Cleric or Paladin. Power: Blindsight 50 ft.
Mortanim, Lord of Chaos. Chaotic Evil. Favoured Class: Rouge. Power: Darkvision 50 ft.
Mhon-kaa, Friar of Vitality. Neutral. Favoured Class: Monk. Power: +1 to all Strength or Constitution-related checks.
Meccsrod, Warrior of Power. Lawful Neutral. Favoured Class: Fighter. Power: +13 Weapon Damage.
Blakmayj, Sorcerer of Freedom. Chaotic Neutral. Favoured Class: Sorcerer or Wizard. Power: +1 to all spell damage.
Jhallsas, Guardian of the Forest. Neutral. Favoured Class: Ranger, Barbarian, or Druid. Power: +1 to all Wisdom or Dexterity-related checks.
Ghomar, the Kind King. Chaotic Good. Favoured Class: Rouge or Bard. Power: +1 to all Charisma-related checks.
Jehak, the Dark Lord. Lawful Evil. Favoured Class: Wizard or Sorcerer, specializing in Necromancy. Power: +3 to all Necromancy-related rolls.

Do the bonus to stat checks affect attack bonuses, saves, skill checks and grappling?

I would briefly like to point out that +1 to all Strength rolls is going to affect weapon damage, so... Meccsrod is really overshadowed by Mhon-kaa.
